Well it showed alright at my end and with the preview - can't figure out what went wrong with you. To answer your question: no they don't but apparently this is popular in many states in USA. Found more after this example. I'm happy I live in Finland.

The U.S. military 'recycles' decommissioned vehicles by letting law enforcement departments buy these things dirt cheap.

It's a policy that is being hotly debated right now.  Honestly, if I were in Ferguson during the height of their problems, I'd probably have wanted something like this.
